- Offers a formal mediation process for eligible residential property insurance disputes after the consumer has first gone through the California Department of Insurance complaint process and the dispute remains unresolved.
Eligibility — Participant Type
- Applicant must have a dispute under a residential property insurance claim; commercial and liability policies are excluded.
- The amount claimed by the insured must exceed $7,500 and the amount in dispute must exceed $2,000.
- Mediation follows the Department of Insurance complaint process when an otherwise eligible dispute remains unresolved.
Eligibility — Housing
- The dispute must involve residential fire damage for which the Governor declared a state of emergency.
Benefits
- No consumer mediation fee for the eligible CDI program; disputed claim value varies. (One mediation process per eligible dispute, with follow-up as permitted.)

Documents needed
- A CDI complaint/claim file and mediation request after the insurer's opportunity to resolve the complaint.
- Claim/dispute amount and policy information.
- Policy/claim records, estimates, proof-of-loss/personal-property records, ALE or other documents relevant to the mediated issue.
- Written Mediation Election Form/election as directed by CDI.
- Mediation conference statement summarizing the dispute, damages, prior demands/offers and proposed fair resolution.
